Svaret blev att kommunen omedelbart genomf\u00f6rde en kommun\u00f6vergripande analys av all befintlig kapacitet \u2013 med s\u00e4rskilt fokus p\u00e5 det som ben\u00e4mns <strong>samh\u00e4llskritisk kompetens<\/strong>.<\/p>\n\n\n\n<p>Coronapandemin fick en stor p\u00e5verkan p\u00e5 kommunens HR-arbete. M\u00e5nga verksamheter var h\u00e5rt belastade av sjukfr\u00e5nvaro och samtidigt arbetade m\u00e5nga medarbetare hemifr\u00e5n.<\/p>\n\n\n\n<p>\u2013 <em>\u201dDet var \u00e4nd\u00e5 avg\u00f6rande att kunna hantera alla de \u00e4renden och uppgifter som fortfarande beh\u00f6vde utf\u00f6ras,\u201d<\/em> s\u00e4ger Teodor Johansson Massaro.<\/p>\n\n\n\n<p>Teodor \u00e4r beteendevetare och har arbetat som HR-konsult med fokus p\u00e5 rekrytering och kompetensf\u00f6rs\u00f6rjning i V\u00e4ster\u00e5s stad sedan 2017. V\u00e4ster\u00e5s \u00e4r en snabbt v\u00e4xande stad och i takt med pensionsavg\u00e5ngar visar prognoserna p\u00e5 ett stort rekryterings- och kompetensbehov under de kommande \u00e5ren.<\/p>\n\n\n\n<p>\u2013 <em>\u201dD\u00e5 \u00e4r det viktigt att ha en god \u00f6verblick \u00f6ver vilken kompetens som finns. Det \u00e4r en f\u00f6ruts\u00e4ttning f\u00f6r att kunna s\u00e4kra kompetensf\u00f6rs\u00f6rjningen, identifiera kompetensgap och behov av utveckling.\u201d<\/em><\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>\u00d6verblick i hela organisationen<\/strong><\/h2>\n\n\n\n<p>Teodor \u00e5terkommer ofta till begreppet <em>helhetsperspektiv<\/em> n\u00e4r han blickar b\u00e5de fram\u00e5t och tillbaka p\u00e5 det g\u00e5ngna \u00e5ret. Hur s\u00e5g situationen ut i hela kommunen?<\/p>\n\n\n\n<p>V\u00e4ster\u00e5s stad hade arbetat med Comaea under flera \u00e5r och hade d\u00e4rmed ett tydligt f\u00f6rspr\u00e5ng n\u00e4r pandemin slog till. Verktyget fanns redan p\u00e5 plats f\u00f6r att snabbt kunna identifiera samh\u00e4llskritiska kompetenser. Det blev enklare att se vilka f\u00f6rvaltningar och verksamheter medarbetarna tillh\u00f6rde och vilka som kunde bidra p\u00e5 olika s\u00e4tt i hanteringen av krisen.<\/p>\n\n\n\n<p>\u2013 <em>\u201dVad g\u00f6r man n\u00e4r fr\u00e5nvaron pl\u00f6tsligt blir extremt h\u00f6g i verksamheter d\u00e4r arbetet absolut inte kan stanna? D\u00e5 blev det digitala systemet verkligen v\u00e4rdefullt.\u201d<\/em><\/p>\n\n\n\n<p>Med hj\u00e4lp av Comaea fick kommunen en tydlig bild av organisationen: var fanns ingenj\u00f6rer, sjuksk\u00f6terskor, administrat\u00f6rer och andra nyckelkompetenser? Vem var beh\u00f6rig att utf\u00f6ra vilka arbetsuppgifter? Var fanns till exempel undersk\u00f6terskor som f\u00f6r tillf\u00e4llet hade andra arbetsuppgifter men som kunde mobiliseras inom v\u00e5rden?<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Beredskap f\u00f6r framtida kriser<\/strong><\/h2>\n\n\n\n<p>Teodor konstaterar att pandemin var den <strong>tredje st\u00f6rre krisen<\/strong> som kr\u00e4vde att V\u00e4ster\u00e5s stad snabbt mobiliserade sina resurser \u2013 efter den stora skogsbranden i V\u00e4stmanland 2014 och flyktingmottagandet \u00e5ret d\u00e4rp\u00e5.<\/p>\n\n\n\n<p>\u2013 <em>\u201dDen h\u00e4r g\u00e5ngen fanns systemet p\u00e5 plats f\u00f6r att snabbt kartl\u00e4gga och analysera situationen.\u201d<\/em><\/p>\n\n\n\n<p>Erfarenheterna har tydligt visat v\u00e4rdet av att ha strukturerad och tillg\u00e4nglig kunskap som en del av organisationens beredskap.<\/p>\n\n\n\n<p>\u2013 <em>\u201dVi har i allt h\u00f6gre grad sett v\u00e4rdet av att ha all kompetens samlad och tillg\u00e4nglig f\u00f6r att kunna agera snabbt n\u00e4r det verkligen beh\u00f6vs.\u201d<\/em><\/p>\n","protected":false},"excerpt":{"rendered":"<p>\u201dD\u00e5 \u00e4r det viktigt att ha en god \u00f6verblick \u00f6ver vilken kompetens som finns.
